അവർക്ക്അവരവർഇരിക്കുന്നഉന്നതസ്ഥാനങ്ങളിൽഇരിക്കുവാനുള്ളഅർഹതഇല്ല.വർഷങ്ങളായിവേലിതന്നെവിളവ്തിന്നുന്നത്ബന്ധപ്പെട്ടഅധികാരികളെഅതിന്റെസമയത്ത്തന്നെഞാൻഅറിയിച്ചിരുന്നു. ഫലംഞാൻസ്ഥാപനത്തിന്വെളിയിൽപോ കെണ്ടിയുംവന്നു.ഇതിന്റെഫലമാണ്ഇന്ന്സംസ്ഥാനത്തുടനീളംനാട്ടുകാരുംപോലിസുംഅനുഭവിക്കുന്നത്. പോലിസ്സേനയെവേണ്ടവിധത്തിൽസജ്ജമാക്കാത്തതുകൊണ്ട്ജുടിഷ്യറിയെവരെവെല്ലുവിളിക്കുന്നതലങ്ങളിലേക്ക് കാര്യങ്ങൾഎത്തിയിരിക്കുന്നു.താക്കോൽ സ്ഥാനങ്ങളിൽപ്രത്യേകിച്ച്അതാത്ജില്ലകളിൽ അധികാരത്തിൽ ഇരിക്കുന്നവർ readymade ആയി സൂക്ഷിച്ചിരിക്കുന്ന ഇമ്മാതിരി technologyയെ കുറിച്ചും crimes കുറക്കാൻ സാധിക്കുന്നഇതിന്റെ പ്രാധാന്യത്തെക്കുറിച്ചുമൊക്കെ സമയാസമയത്ത് മനസിലാക്കേണ്ടതായിരുന്നു. വെറും 3 jar file കളാൽ ഈ project ആLAN ൽ Connect ചെയ്തിരിക്കുന്ന ഏതു local Computerകളിലും open ചെയ്ത് call കൾ സ്വീകരിക്കുവാൻ സാധിക്കും. അതിനു മുമ്പ് Server Installation and Jar Deployment, BSNL line routing to gateway, IP Configurations ചെയ്തിരിക്കണമെന്നു മാത്രം. പോലിസ് നവീകരണത്തിന്റെ പേരു പറഞ്ഞ് നല്ല fund വാങ്ങുന്നുണ്ടാകണം രാജ്യസ്നേഹികൾ.

The main Point in the Act:

The Model Police Act, 2006 was studied again and reviewed in line with the changing realities and making ‘Police’ more responsive, efficient and citizen friendly. Thus, a revised Model Police Bill, 2015 has been prepared and placed in public domain for comments. Now learn about the project we have in our hand as ready-made.

About Distress Call Response Management System:

DCRMS stands for Distress Call Response Management System, an very effective project used by our Police Force in very few cities especially in Kerala. Using this technology police can rush in to the incident spot based on the direction and live communication from Control Room. All the activities will be recorded in the server through DCMS Screens in computer which are very easy and helpful to monitor the stages until the incident is resolved. In my opinion, Bhopal and Indore PCR implementation is the best work done in DCRMS history, since we followed and achieved all new proposed functionalities from MP Police. Blinked Vehicle, Buffering, area of a building, shortest path are some features we did for them based on their special requests. There are three units in DCRMS namely 'CALL TAKER System', DISPATCHER System' and 'SUPERVISOR Sytsem' are together working from different machines in control Room makes all operation efficient powerfull and user friendly. These three system will get based on separate jar deployment in local computer in the same network. Call Taker is doing call handling, installing in many machines, Dipatcher is decision taking asigning vehicle, show the shortest route etc, mainly installing in many machines and Supervisor is limited to the Officer for monitoring all the entire processes. This full stretched project is very useful in Mumbai like cities to monitor public offences and threats

What is DCRMS?

1) The main advantage of this project:

The incident explained by caller and the listener in 100 will be recorded in the remote Server while attending the call in the the computer, which is not possible to delete without admin privilege. The editing also can be restrict based on the Higher Authority's requirement. Police will get more grip if the court consider this conversations as a witness.

2) Police can easily track and control all tensed situation, by triggering police force(Nearest Police Vehicle) in the incident spot with in minutes using the nearest police vehicle option in this project. In addition to that, all the vehicle movements, the speed and direction of the police vehicle can be seen in the control room.

3) All the vehicle movements can be seen in Control Room via monitor and can able to route the vehicle through shortest path which is geting from the map of DCRMS. These all GIS functionalities and linking is done by me.

4) The Higher Officials can see all criminal offenses entered by police and the progress of all kinds of crimes can be easily identified by using graphical representation(Pie graph , Bar graph, line graph etc). The stages of all crimes reported also can be seen in all the system. The stages reported are separately saving mainly as "open, assigned, in progress, pending, reopened, completed, closed. Here the closed items will automatically vanish from call taker and dispatcher for their convenience to handle new calls. Meanwhile, the Superior officer sitting in supervisor system can view all the lists.

5) The offences explaining by the caller can also be referred at any time in the future.

6) Repeated offences by the same person or occurred in the same place can be easily identify in the system by putting that call in to alarm location. Next time if repeat it from the same location, the system can blink or point in different color in the system.

7) All crimes and decision taken can be keep safe through back up procedure(can be saved in tape drive monthly or weekly) for future reference. Here destroying files will not be possible since all crimes we are saving as soft copy going in to the secured and locked server, not in the personal computers in the client side.

8) Re importing old calls in to the system is possible to view the details through the system

9) PCR officials can call anywhere through phone book without any payment and thus the duty police can pass the message instantly to any official for approval and action or awareness. It can reduce the time taking for traveling and inquiry and the delay in taking attention of higher officials to get the order ASAP.

10) Accurate Reports can be generated and mail to the officials within seconds is possible. This will help to submit different reports in sudden meetings.

Call Handling Part:

1) All the conversations will be safe in the server as audio files till the backup limit period.

2) The evidence/witness will be there lifelong by copying regular backups to other stable storage devices like DVD, Tape Drive or EHDD.

3) Restore the data fully or partially back to the server whenever we need another trail in future.

4) Once a criminal offence is reported the witness voice will be there in the server and the person can't deviate his words easily in the court since his voice is recorded from his mobile number.

5) We can search a particular person(criminal) for how many times his offence is reported in the police control room.

6) A local police can stand erect if the evidence is in the server.

7) When a call comes, if the phone location is already pointed by Telephone subscribers company or ourselves his house will get zoomed in the Monitor. The location storing can be done manually by seeing his address, or as per the instruction or by using GPS locator in the field.

8) Control Room can track their vehicle in the computer monitor

9) Can find and mark the shortest path

10) Can calculate Areal Distance

11) Can calculate the area of a building through this project

12) Can mark different types of Buffering like Square, rectangle Circle with single or multiple layers

13) Crime Mapping and Crime spots can be generated in the system

14) Police Station ways classification of all Crimes individually or together is possible

15) Many kinds of Graph Generation for different combination is possible.

For Eg: Police station wise Crime charts in the form of Bar Graph, Pie Graph

16) Many kinds of Report Generation is possible

17) The conversion will be safe in the server as audio till the backup limit period.

18) After a particular period the through backup procedure we can keep the records safe in another storage devices and can restore whenever we need reference.

19) Ultimately the evidence/witness will be there lifelong.

21) We can search a particular person(criminal) for how many times his offence is reported in the police control room. The reported person, his address, his house can also identify since it is already stored in the server.

22) A local police can easily follow up pending cases through the system.

23) Police can categorize calls and save it based on its nature. The main classifications are mainly abuse, genuine , emergency, enquiry etc...

The above project is well satisfying our Police Act as highlighted in red color below. The culprits whoever playing politics by making obstruction in team rebuilding and TOT to MNC's must be dismissed from service. Those people are responsible on growing violence in various parts of our country. The new government elected by people of India should identify the corrupted people who are not showing their responsibility throughout their services should be punished on the

spot in order to avoid such cheep games in future. The common man should be aware of these ready-made technology and the cheap politics between highly talented and educated people.

Ultimately the government should have perfect grip and control over recruitments in all govt sectors at least and implementing various acts or projects in time. Otherwise there is no meaning in election process and govt creation. Orders are there but not implemented. Model Police Act is the best example as I have clearly mentioned here.
